City-Wide Union Delegate for the Chicago Teaches Union Testified February 3, 2010 during the hearing to close Prescott Elementary School for under-utilization. The school is making progress and has no academic problems but the Board of Education of Chicago wants to close the school down and displace all the students and teachers for the 2010-2011 school year. The hearing itself was deemed illegal by kugler due to Public Act 096-0803 that mandates a Chicago Educational Facilities Task Force shall be established to minimize the negative impact of school facility decisions on the community, these decisions should be implemented according to a clear system-wide criterion and with the significant involvement of local school councils, parents, educators, and the community in decision-making. Clearly this did not happen because Alderman Waguespack of the 32nd Ward where Prescott is located was never informed or contacted officially by the Board of Ed about the school closing.
